Rochester Area Reliability Project (RARP)

As part of our commitment to provide safe, reliable service to all of our customers, RG&E, in conjunction with its parent company AVANGRID, is making a significant investment to upgrade the electricity transmission system in the Rochester region. This project, known as the Rochester Area Reliability Project or RARP, is located in the towns of Chili, Gates, and Henrietta and in the City of Rochester. This project will provide additional power to fill growing demand, increase reliability, and accommodate growth and economic development in the Rochester region.


Project Need and Benefits

The RG&E service area has safe and reliable electric delivery, but continued growth and contingency scenarios are putting pressure on our transmission system, the backbone of our electricity delivery system. The region requires access to additional sources of electricity supply to ensure safe and reliable electricity delivery is maintained.

Benefits to Our Region:

  • This capital investment includes the construction of a new substation in the Town of Henrietta, building (or rebuilding) transmission lines in the City of Rochester and the towns of Gates, Chili and Henrietta, and upgrades to three other existing substations.

  • The new and upgraded facilities will be capable of delivering additional energy to meet the region’s growing demands of the Rochester area, provide opportunity for expanded economic development, and improve reliability at a reasonable and relatively low cost.

  • Land use impacts are mitigated by the location of much of the project along existing transmission and railroad corridors.

  • The RARP will provide additional access to the neighboring 345-kV transmission system of the New York Power Authority (NYPA), coupled with upgrades to existing infrastructure.


RARP Project Scope

The overall project involves the construction, reconstruction, operation, and maintenance of approximately 27.6 miles of 345- and 115-kilovolt (kV) transmission lines, improvements to three existing substations in the Towns of Gates and Henrietta, and the City of Rochester; the construction of one new 345-kV/115-kV substation (Station 255) in the Town of Henrietta off East River Road; and upgrades within the fenced-in areas to existing substations in the Towns of Lewiston and Somerset in Niagara County.
