Upstate New York is growing—and so are the demands on our energy system. That’s why RG&E has proposed the Powering NY plan— a comprehensive strategy to improve reliability for you, modernize our infrastructure to support the future, and enable economic development in the region.

This proposal includes major upgrades to our electric grid and customer service systems, while meeting New York State’s policy goals and addressing legacy costs from storm recovery and customer arrears. We’re investing in the future to ensure our customers have access to safe, efficient, and resilient energy—especially as extreme weather becomes more common.

In 2024 alone, outages caused by aging infrastructure affected more than 411,000 customers. With Powering NY, we’re continuing the progress started in our 2023 rate plan—upgrading substations, circuits, and transmission lines to increase capacity, improve reliability, and reduce outage times through smarter automation. These improvements will help power new development, support electrification and ensure our grid is ready for the future.

Leveraging five, 10, and 20-year forecasts on grid usage and capacity in the Victor, Farmington, and Canandaigua areas of Ontario County, we’ve proposed a series of improvements and investments to prepare the region for the future. These upgrades will improve reliability, address current and future capacity constraints for the more than 35,000 customers served in this community, and modernize infrastructure by converting older circuits to a more efficient voltage. The result will be increased capacity at key substations, better system performance, and enhanced support for growing residential and commercial demand. This means guests and visitors to E&J Gallo Winery, CMAC, Roseland Water Park, and more can enjoy their visits with reliable power, energizing their favorite attractions. Additionally, businesses such as Rochester Insulated Glass, Thompson Health, and Victor Insulators can continue to serve our region through RG&E’s increased capacity.

E&J Gallo Winery, Finger Lakes Community College, Pactiv Evergreen, Rochester Insulated Glass, Thompson Health, and Victor Insulators will all benefit from this project, in addition to the residents served in this area. Local attractions, including Bristol Mountain, Canandaigua Lake, CMAC, Sonnenburg Gardens & Mansion, and Roseland Water Park, are also served by RG&E and will benefit.

Our comprehensive study of downtown Rochester and Irondequoit revealed that system upgrades are necessary to address the current demands on our grid and prepare it for the bright future Rochester has. We’re proposing over $800 million in investments in a dozen substations that power more than 50,000 homes and businesses in Rochester, Penfield, and Irondequoit.

Many Downtown Rochester businesses and historical icons will see service improvements as a result of our comprehensive area study including the Blue Cross Arena which will receive upgrades and the George Eastman House, High Falls, Innovation Field, Memorial Art Gallery, Rochester Museum & Science Center, The RMSC Strasenburgh Planetarium, The Strong National Museum, and the Susan B. Anthony Museum. Large customers like the City of Rochester, Constellation Brands, Thermo Fisher, Gleason Works, Rochester District Heating Co-op, and RED Rochester will also benefit from this project.

We’ve completed a comprehensive study of Greece and the surrounding communities to identify opportunities for upgrading our current infrastructure and addressing the needs of today and those forecasted for the future. We’ve proposed enhancing and investing in eight substations that power Greece, Irondequoit, Hamlin, Parma, Rochester, Penfield, Webster, and Gates to improve and enhance the reliability that powers your life today and creates opportunities for tomorrow.

This work will help residential customers and a number of iconic, notable businesses including the Seabreeze Amusement Park, Arbors of Penfield Apartments, and the Monroe County Zoo and Aquarium.. Additional attractions served by this work are the Clubhouse Fun Center, Get Air Trampoline Park, Nova Trampoline Park, and The Mall at Greece Ridge.

Downtown Rochester will benefit from this work too, including Blue Cross Arena, Constellation Brands, City of Rochester government buildings, and RED Rochester, L-3 Harris, Ortho Clinical Diagnostics, Arxada, Pfaudler, Rochester Tailored Clothing, Xerox, and Paychex. And, we can’t forget about the Genesee Brewery which will benefit from this work as well!

Upgrades will help improve reliability for all current customers as well as allow for capacity growth that is currently hindered by overloading conditions the transmission system. Upgrading the system will allow more electricity to be moved through this area safely and reliably. The new fairlife dairy plant, Xerox, and Paychex will also benefit from this project.

The greater Rochester area is expanding and to manage capacity limits, we’ve created the RG&E Distribution Load Relief Program. It identifies capacity issues on substation transformers and certain distribution feeders. As a result, we are proactively replacing and repairing aging infrastructure before it fails. This helps keep power reliably flowing to industrial, manufacturing, and critical infrastructure, including Ginna Nuclear Power Plant, Rochester Precision Optics, Unither, Arbors of Penfield, Unither, L-# Harris, Plug Power, Paychex, Hammer Packaging, Idex Health and Science, Rochester Precision Optics, Thermo Fisher Diagnostics, Harbec Plastics, the Ginna Nuclear Power Plan, and fairlife will also benefit from this work.

We propose to address urgent capacity constraints and reliability issues at more than a dozen substations in Brighton, Gates, Henrietta, Irondequoit, Penfield, Perinton, Pittsford, Rochester, Walworth, and Webster. By making these investments, we will be able to create more than 130 megawatts of capacity, which will enhance reliability, enable the addition of new distribution circuits, and provide capacity for new homes and businesses in the area.
