RG&E ANNOUNCES SEVENTH ROUND OF ENERGY EFFICIENCY BLOCK BIDDING PROGRAM

Block Bidding Program Is for Nonresidential Energy-Saving Projects

Rochester, NY – RG&E, a subsidiary of Iberdrola USA, is again looking for innovative project proposals for up to 8.4 million kilowatt-hours (kWh) of energy savings from nonresidential customers or third-party aggregators working with nonresidential customers.

Each bid proposal must save at least 100,000 kWh of electricity and deliver the energy savings no later than 12 months following execution of a contract to implement the project. Project proposals that save the most energy at the least cost will receive funding in this seventh round of the Block Bidding Program.

“Energy conservation is important to us, and we join the Public Service Commission in encouraging all customers to increase efficiency and save energy,” said Mark S. Lynch, president and CEO of NYSEG and RG&E. “Our block bidding programs encourage nonresidential customers to submit innovative energy-saving proposals for evaluation and we will fund the projects that create the largest energy savings for the least cost.”

Block bidding proposals will be evaluated and selected in a sealed-bid, pay-as-bid auction. While RG&E will review all ideas – the more innovative the better – some examples of potential block bidding proposals are:

• A large nonresidential renovation project that doesn't fit neatly into another RG&E lighting or rebate program and includes multiple energy-saving measures such as lighting and heating/ventilating/air conditioning upgrades.

• An aggregated bid submitted by a third party for a number of nonresidential customers whose combined energy saving projects such as lighting retrofits, chiller upgrades, variable speed motor drives, etc. meet the 100,000-kWh minimum.

Block Bidding Program Results  
Through December 2013, RG&E and NYSEG have approved approximately $7 million for nonresidential energy efficiency proposals that will save more than 26 million kWh of electricity. The winning bids include nearly 160 projects for more than 70 customers across the NYSEG and RG&E service areas.

The Block Bidding Program is funded by the System Benefits Charge on nonresidential customers’ electricity bills.
