Rochester Gas and Electric Corporation (RG&E) has filed changes to tariff schedules PSC No. 16 – Gas Service, PSC No. 17 – Gas Distribution Service, PSC No. 18 – Electric Service Street Lighting, PSC No. 19 – Electric Service and PSC No. 20 – Electric Distribution Service in accordance with the March 7, 2003 Public Service Commission Order Adopting Recommended Decision with Modifications in Case 02-E-0198 – Proceeding on Motion of the Commission as to the Rates, Charges, Rules and Regulations of Rochester Gas and Electric Corporation for Electric Service, and Case 02-G-0199 – Proceeding on Motion of the Commission as to the Rates, Charges, Rules and Regulations of Rochester Gas and Electric Corporation for Gas Service. The tariff changes are effective February 19, 2004.
There will be no changes to existing rates or charges as a result of this filing.
These changes to tariff schedules are required as RG&E moves from its current single-retailer model – where customers who choose an energy services company (ESCO) deal with their ESCO for both energy delivery and supply – to a multi-retailer model – where those customers deal with RG&E for energy delivery and an ESCO for energy supply.
In connection with the implementation of the multi-retailer model, and consistent with the Order Resolving Petitions for Rehearing in Case 99-M-0631 – In the Matter of Customer Billing Arrangements and Case No. 98-M-1343 – In the Matter of Retail Access Business Practices, RG&E will offer ESCOs the option of consolidated billing and payment processing or dual billing. Customers whose ESCOs choose consolidated billing will receive a single bill from RG&E which will include both RG&E’s delivery charges and the ESCO’s supply charges. Customers whose ESCOs choose the dual billing option will receive two bills: one bill from RG&E for RG&E’s delivery charges and another from their ESCO for the ESCO’s supply charges.
To further promote general retail access, RG&E is making retail access available to customers in Service Classification No.1, Street Lighting Service (PSC No. 18) and Service Classification No.6, Area Lighting (PSC No. 19).

On June 5, 2003, Rochester Gas and Electric Corporation (RG&E) filed with the New York State Public Service Commission (NYSPSC) testimony, exhibits, tariffs and workpapers to its schedules for service.
In this filing, RG&E proposed to unbundle its overall electric rates effective January 1, 2005, when the Company would institute delivery rates and commodity options. The first customer Enrollment Period would begin October 1, 2004 and continue for three months. The First Commodity Rate Period would cover the two-year period from January 1, 2005 through December 31, 2006. The second customer Enrollment Period would cover the months of October 2006 through December 2006, and would allow customers to choose among the commodity options to become effective January 1, 2007 and to continue through December 31, 2008. During the period May 1, 2004 through December 1, 2004, RG&E proposes to continue to charge customers bundled rates with an Electric Supply Reconciliation Mechanism, as explained in the pending electric rate proceeding.
