Executive Officers of RG&E

Carl A. Taylor
President and Chief Executive Officer
NYSEG and RG&E

Has served as President and CEO of NYSEG and RG&E since July 1, 2017,  with executive responsibility for all utility management issues for NYSEG and RG&E including regulatory policy and compliance; driving business development; managing system interconnections and energy supply; and providing oversight of the electric and natural gas transmission and delivery system operations, electricity transmission and delivery system capital investments and customer service operations.

Formerly served as the Vice President of Customer Service; started with NYSEG in 1987 as an Electrical Engineer in the Generation Planning area, progressed through numerous positions in the organization including President of NYSEG Solutions and subsequently President and CEO of The Energy Network where he provided strategic leadership and direction to all nonutility subsidiaries; also previously served as Vice President of Business Transformation.

Graduate of Rochester Institute of Technology; MBA from Binghamton University.


Mark V. Dolan
Deputy General Counsel and Secretary
NYSEG and RG&E

Has served as Secretary for NYSEG and RG&E since 2011 and as Deputy General Counsel for Iberdrola USA Management Corporation since 2010. Oversees operation of the in-house legal function. Served as Managing Attorney for Energy East Management Corporation and NYSEG from 1994-2010. Served as counsel for product liability, employee relations and contracts at Proctor & Gamble Pharmaceuticals and confidential law clerk to a New York State Supreme Court justice.

Graduate of St. Bonaventure University; juris doctor from Union University.


Michael Eastman
Vice President - Gas Assets
NYSEG and RG&E

Has been with the companies for more than 30 years, holding various technical and leadership positions, primarily focused on gas expansion projects, improving operational excellence and standardizing gas operating programs. Eastman received the first patent ever issued to NYSEG, drove the first natural gas vehicle owned by NYSEG, worked on the initial development of storing natural gas in a depleted salt cavern, and originated the concept of building natural gas distribution systems in Maine and Vermont. Member of the Northeast Gas Association board of directors and the Institute of Gas Technology board of directors.

Graduate of Broome Community College and Binghamton University.


David J. Kimiecik
Vice President - Energy Services
NYSEG and RG&E

Joined NYSEG in 1989 as an engineer in the Power Plant Performance Department and advanced through several positions including plant engineer at Hickling Power Station and various positions in electric power supply, energy trading and energy supply departments. Appointed Vice President, Energy Services in 2010 and has responsibility for all activities relating to natural gas and electric procurement and hedging; transmission services and electric interconnections; and associated Sarbanes Oxley, Dodd-Frank, Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC) compliance; and electric interconnections.

Graduate of Rensselaer Polytechnic Institute; MBA from Warwick University.


Jeffrey A. Rosenbloom
Director - New York Legal Services and Assistant Secretary
NYSEG and RG&E
  
Joined RG&E in 2004 as Senior Attorney and in 2010 was promoted to Managing Attorney with responsibility for managing all aspects of legal services for NYSEG and RG&E, and occasionally for matters impacting CMP. Prior to joining the company, he was an associate at the law firm of Nixon Peabody, LLP. Prior to attending law school he was an economic consultant to the utility industry.

Graduate of SUNY Cortland; an MA in economics from the University of Albany and a doctor of jurisprudence degree from the University of Buffalo School of Law.


Joseph J. Syta
Vice President - Controller & Treasurer
NYSEG and RG&E

Has served as Vice President - Controller & Treasurer for NYSEG and RG&E since 2004; joined RG&E in 1985 as Manager - Financial Systems. Prior to joining RG&E, Syta spent six years as a utility industry consultant at Arthur Andersen. 

In addition to testifying and participating in numerous rate proceedings before the New York State Public Service Commission, Syta played an important role in executing the sales of the Nine Mile 2 and Ginna nuclear plants to the Constellation Energy Group.

Member of the Advisory Board of the Monroe Fund LLC.
